The CICD should do the following:

Build the app
During build the sonar scanner should be called
Run the tests

For the final Engine.NET:
On a push just the tests should be executed and on a PR the tests alongside the tests, the sonar scanner should be called as well.
Maybe make a publish if the PR is merged into the main branch?
